What to Prepare Before Myanmar Bottled Water Factory E-Submission

Before treating equipment selection as the first step, organize the current Myanmar FDA pathway, your company and factory information, the proposed product and pack formats, process documentation, factory-layout inputs and quality-control responsibilities. Verify every requirement against the latest official FDA SOP and portal.

Why bottled water is not treated like an ordinary product

Branded bottled drinking water is listed as controlled food under Notification 524/2021 (Myanmar National Trade Portal). That single classification changes the order of your project.

A controlled-food classification means your factory is not judged on the machine you bought. It is judged on whether you can show a source, a process, a hygiene practice and a record — repeatedly, in writing, to an authority.

The WHO/UNICEF Joint Monitoring Programme frames safely managed drinking water around whether water is accessible on premises, available when needed, and free from priority contamination. That is a service-and-process standard, not an equipment brochure. Myanmar's regulatory posture on bottled water follows the same logic: process and documentation first, hardware second.

What changed in the local food manufacturing workflow

The approval workflow has moved toward online submission and risk-based inspection. The checkpoints below are the confirmed public ones, in date order.

Confirmed regulatory checkpoints

• Notification 524/2021 — branded bottled drinking water is listed as controlled food (source)
• Notification 1/2024 — provides information for applications to register production of branded bottled drinking water (source)
• 9 May 2024 — Myanmar FDA announced food product notification for manufacturers, including pre-packaged and labelled food products (source)
• 23 January 2026 — Myanmar FDA published a Risk Based Inspection and Certification System SOP for Local Food Manufacturing through E-Submission (Myanmar FDA)

The 2026 SOP is the item most projects have not read. "Risk based" means the depth of scrutiny follows the risk profile of what you make — and packaged drinking water for public sale is not a low-risk category. "E-Submission" means your documentation quality is visible before an inspector ever reaches your plot.

The E-Submission portal has also announced mandatory two-factor authentication for access from the first week of June 2026. Portal access rules change; confirm the current state on the official E-Submission portal yourself before you plan submission logistics around a login.

Official sources to open before you prepare anything

Open these four yourself, at the start, and do not work from a screenshot someone forwarded you on Facebook:

Requirements and forms change. A consultant's 2023 checklist, a PDF from a supplier's sales folder, and an unofficial form download are all worse than the official current source. When something on this page disagrees with the official portal, the portal is right.

The project-information checklist

Applicant and business information

• Registered company details and the person responsible for the application
• Business address versus intended factory address, if they differ
• Who internally owns the submission — a named person, not "our consultant"

Intended factory location and available space

• Township and site type: industrial zone plot, outskirts land, or an existing building retrofit
• Measured footprint available for the process room, not an estimate from memory
• Access for delivery, installation and later servicing
• Ceiling height and floor condition, which decide what can physically be installed

Raw-water source and available test results

• Source type: borehole, municipal tie-in, tanker delivery, or a combination
• Any existing laboratory results you already hold, even partial ones
• Known seasonal behaviour — monsoon turbidity, dry-season drawdown, intermittent supply
• Honest status per source: tested, testing planned with a date, or UNKNOWN

Marking a source UNKNOWN is acceptable at this stage. Guessing is not. An honest UNKNOWN gets investigated; a confident guess gets built into steel and discovered later.

Intended product and pack formats

• Pack formats you intend to sell: 20L returnable, 1L, 500ml, cups, or a mix
• Whether you are launching a brand or producing for another brand
• Label and packaging responsibility — who prints, who approves artwork

Pack format is not a marketing detail. It changes filling equipment, storage area, washing requirements and the shape of your whole process room.

Expected daily and peak production target

• Average daily target as a planning range
• Peak-day target: festival demand, dry-season spikes, contract runs
• Operating hours and shift plan
• Storage strategy between production and dispatch

Peak matters more than average. A plant sized to a comfortable average fails on the week you finally get a large order.

Proposed process flow for professional review

• The sequence you *think* you need, written in your own words
• Which steps you already own equipment for
• Which steps you expect a supplier to propose

You are not expected to design the treatment train. You are expected to arrive with a draft so a qualified reviewer can correct something concrete instead of starting from a blank page.

Hygiene, quality-control and record responsibilities

• Who performs and signs daily checks
• Where records are kept and for how long
• Cleaning and sanitation routine ownership
• What is tested in-house versus sent to a laboratory

Utility, drainage, storage and workflow questions

• Power availability and stability at the plot, including backup
• Drainage and discharge routing — a real route, not "TBD"
• Feed pressure and tank arrangement
• Material flow: incoming empties, washing, filling, storage, dispatch — without paths crossing

What suppliers clarify, and what only the authority decides

Confusing these two lists is the most expensive mistake in this category.
